Abstract
The considered model of reforming the health care system includes: - scientifically based priorities for the development of the industry; a list of major challenges for global health care, the country, the health care system; organizational structure and reform management mechanisms; methodology and indicators for evaluating the effectiveness of health care system reforms; recommendations for improving the effectiveness of reforming the health care system. The scientific and technological forecast of health care development for the long-term and medium-term period is determined, global trends in the development of health care are determined. Thus, it is determined that in the period of 20-30 years, the world health care systems will adapt to the economic situation, financial mechanisms will be implemented to ensure general access to medical care for the population under social insurance medicine. With the development of medical science, personalized medicine will receive active development, and therefore, on the basis of serious diagnostics, disease prevention programs will be more promising, treatment regimens will be focused on targeted therapy, repositories and information systems of actual data will be created, which in the "big data" analysis mode will allow to manage human diseases and foresee their development. It is proposed to create a National Laboratory of Public Health. Such a laboratory will unite leading scientific medical organizations on the basis of a project consortium. The main task of the laboratory is to develop a sustainable international profile of health economics research. The program of action addresses issues affecting the health and well-being of individuals, families, communities, populations and society as a whole, and will provide knowledge and experience in the theory and methods of health economics for both practitioners and academics. The management model of health care reform should be dual. That is, the issues of planning, development and implementation of the reform strategy should belong to the competences of several state authorities, in particular the Ministry of Health of Ukraine. And the Ministry of Economy of Ukraine ensures compliance with state policy in the field of strategic planning of socio-economic development
