Innovation strategy - the basis for the formation of competitiveness of the national economy

The purpose of the article is to study the current state of innovation activity of Ukrainian economic entities in relation to the world level on the basis of major international indices. The task is to determine the priority areas for implementing the innovation and investment strategy for the development of Ukrainian enterprises. The priority for domestic enterprises is the formation and implementation of a strategy for the development of innovation activities, which will increase the competitiveness of the Ukrainian economy. The need to develop theoretical provisions and methodological approaches on this topic determines its relevance. The study of the essence of the economic categories "innovation activity", "development of innovation activity", "strategy of innovation development of enterprise", as well as a number of other interrelated definitions allowed to clarify the content of the concept of "strategy of development of innovation activity of enterprise".In Ukraine, a comparative analysis of the current state of innovation activity of business entities in relation to the world level is used on the basis of major international indices, namely the Global Innovation Index and the Global Talent Competitiveness Index. These indices showed a tendency to decrease Ukraine's rating positions during 2020-2022. The main problems in the formation and implementation of the strategy for the development of innovation activities of Ukrainian enterprises at the following stages of the innovation process are considered: macroeconomic instability, imperfection of the financial and credit system and innovation infrastructure; lack of investment resources; lack of advisory support for an innovation project from the idea to the commercialization phase, high taxation, insufficient R&D. They should be addressed with the help of public policy instruments. The proposed priority directions for implementing the strategy for the development of innovation activities of Ukrainian enterprises require financing through the system of public-private partnership
